  1. Brown the Chicken Thighs in a little oil, then add soy sauce, vinegar, garlic, bay, peppercorns, and sugar with a splash of water.
  2. Simmer uncovered — and resist stirring for the first few minutes so the vinegar's raw edge cooks off — for 35–40 minutes until the Chicken Thighs is tender and the sauce is glossy and reduced.
  3. For extra depth, fish out the Chicken Thighs and crisp it under the broiler, then return to the sauce.
  4. Spoon over garlic rice, making sure everyone gets some of those soft, sweet garlic cloves.
